To all relevant departments in the District,
Implementation Measures of Huadu District on Talent Green Card has been approved by the People’s Government of Huadu District and is hereby issued to you for your compliance and implementation. Problems encountered in the implementation shall be directly reported to the Huadu District Bureau of Human Resources and Social Security.

Implementation Measures of Huadu District on Talent Green Card
Article 1: To fully implement the strategy on developing a quality workforce in Huadu District and actively promote the Intelligent Huadu Initiative, aiming to attract more top talents to Huadu for innovation and entrepreneurship, and to speed up the development of Huadu as a key talent hub in the northern part of the Guangdong-Hong Kong-Macao Greater Bay Area, these measures are formulated in reference to the relevant provisions of the Measures for the Implementation of the Guangzhou Talent Green Card System (Sui Fu Ban Gui [2023] No. 10) and taking into account the implementation situation of the Interim Implementation Measures of Huadu District on Talent Green Card (Hua Fu Ban [2019] No. 10).
Article 2: Applicants for the Huadu District Talent Green Card must meet the following basic conditions:
1. Abide by the Constitution, laws and regulations of the People’s Republic of China.
2. There shall be no conduct that endangers the unity, security, honor, and interests of the People’s Republic of China.
3. Be of good conduct, honest and trustworthy, have good professional ethics, abide by public order, and respect social ethics.
Article 3: Application Conditions. Outstanding talent from domestic or foreign places who are non-Guangzhou registration holders and meet the economic and social development needs of Huadu District, start a business or have worked in this district for more than 3 months annually, and have a legal residence in this city, are eligible to apply for the Huadu District Talent Green Card if they meet one of the following conditions:
1. High-level talent or highly skilled talent recognized or confirmed by this district, including renowned school principals, distinguished educators, outstanding medical experts, etc.
2. Talent with higher education postgraduate qualifications or master’s degree, or talent with general higher education undergraduate qualifications and holding a bachelor’s degree, or talent holding a bachelor’s degree from overseas institutions.
3. Individuals holding mid-to-senior management positions, key technical personnel, professionals from Hong Kong, Macao, Taiwan, and foreign talent employed in local enterprises in Huadu District, whose annual salary income reaches three times the average social wage in Guangzhou for the previous year, and who pay personal income tax of over 10,000 RMB annually.
4. Talent with a college degree or above, working in key industries in Huadu District such as automobile industry, aviation industry, electronic information and new display industry, fashion industry, rail transit, etc., that are urgently needed, and are recommended by industry competent departments, town (subdistrict) offices, or administrative committees where they work.
5. Talent who meet the needs of developing the national urban-rural integration development pilot zone, creating a growth pole in the north of Guangzhou, and implementing the High-quality Development Project for Hundreds of Counties, Thousands of Towns, and Ten Thousand Villages, and have received district-level or higher awards and media coverage in the Cantonese Chefs, Guangdong Technicians, and Southern Guangdong Housekeepers programs; talent who have received recognition from the district-level or higher trade union as model workers, craftsmen, leaders of innovative workshops; winners in district-level or higher skills competitions; or certified village craftsmen and outstanding craftsmen in Huadu District, as recognized by the relevant professional talent certification system of district-level or higher human resources and social security departments.
6. Talent with special skills, expertise, entrepreneurial spirit, innovation capabilities, or talent meeting the economic and social development needs of Huadu District, recommended by industry competent departments, town (subdistrict) offices, or administrative committees.
Article 4: Holders of the Huadu District Talent Green Card shall be entitled to the following privileges:
1. They shall have the right to purchase residential properties within this administrative region for their own residence. Foreign individuals may purchase one residential property for self-occupation in accordance with relevant national regulations.
2. Upon purchasing residential property for personal use within this district, the cardholder’s age-eligible children during the preschool education period shall be entitled, as per the relevant regulations of the education department concerning preschool education, to qualify for enrollment in kindergartens operated by the district education department through computer allocation. For compulsory education, arrangements shall be made by the education department, and they shall possess the eligibility to attend public schools (including enrollment quota purchased by the government in private schools) for compulsory education.
Article 5: Application Process
1. Application Submission. Individuals applying for the Huadu District Talent Green Card shall complete the “Application Form for Huadu District Talent Green Card” and submit it, along with the required basic application materials and specialized application materials corresponding to different application conditions, to the acceptance counter of the town (subdistrict) offices, or administrative committees within their jurisdiction, either by themselves or through their employer.
2. Initial Review. The town (subdistrict) offices, or administrative committees shall conduct an initial review and, within 10 working days, submit the list of applicants who pass the initial review and their application materials to the District Bureau of Human Resources and Social Security.
3. Secondary Review. Upon receiving the application materials, the District Bureau of Human Resources and Social Security shall complete the review within 10 working days. In case of special circumstances, this period may be extended by up to 10 additional working days.
4. Card Production. Applicants meeting the conditions shall have their cards produced by the District Bureau of Human Resources and Social Security within 7 working days.
5. Card Issuance. Once the cards are produced, the town (subdistrict) offices, or administrative committees shall collect them within 3 working days and issue them to the applicants within 7 working days.
Article 6: Relevant Matters
1. The District Bureau of Human Resources and Social Security is responsible for the review, card production, and management of the Talent Green Card. The town (subdistrict) offices, or administrative committees are responsible for accepting applications, conducting initial reviews, and issuing cards. Other competent departments with relevant functions shall carry out their respective tasks accordingly.
2. The Huadu District Talent Green Card shall include the holder’s name (both foreign and Chinese name), gender, date of birth, portrait, employer, residential address in this city, nationality (region), name and number of identity document, validity period, and other relevant information. If there are changes in the holder’s employer, residential address, or other information, the holder must submit change materials to the application department within 30 days of the change to update it.
3. Applicants for the Huadu District Talent Green Card must have been employed by a registered employer in Huadu District and have paid social insurance fees for at least 3 months prior to the application. At the time of application, they must have a valid labor contract with the employer, with a duration of no less than 6 months from the date of Green Card application.
4. The Huadu District Talent Green Card is valid for up to 3 years. Holders of the Huadu District Talent Green Card must provide a copy of the original card, a renewal contract, and new valid identification documents 30 days before the card expires to apply for renewal. The renewal process follows the application procedure. If there have been changes in the original application conditions at the time of renewal, the applicant must provide relevant updated application materials according to the new conditions.
5. In case of loss of the Huadu District Talent Green Card, the holder must promptly provide a loss certificate issued by themselves or their employer to the application department, report the loss, and apply for a replacement.
6. Individuals found to have obtained the Huadu District Talent Green Card using fraudulent materials shall have their card revoked by the issuing department and canceled, and relevant records shall be maintained. The applicant and the applicant’s employer shall be disqualified from applying for a period of 3 years.
7. Existing holders of the Huadu District Talent Green Card issued within Huadu District shall continue to enjoy the benefits outlined in this regulation during its validity period. If no new regulation is issued or the continuation of this regulation is not announced upon its expiration, the benefits for holders of the Huadu District Talent Green Card shall continue until the expiration date stated on the card. If there are specific regulations from the national, provincial, or municipal levels, those shall prevail.
8. No fees shall be charged during the process of applying for the Huadu District Talent Green Card.
Article 7: This regulation shall come into effect from the date of issuance and shall be valid for 5 years. Upon expiration or in the event of changes in relevant legal or policy grounds, it will be evaluated and revised based on implementation circumstances.
