The construction of the transportation hub of Guangzhou North Railway Station is in full swing, the third-phase expansion project of the airport is progressing as scheduled, the construction of the "2+1" multi-mode air-rail combined transport system in moving in the fast track, a number of high-tech enterprises with leading technology and strong innovation capabilities have settled down in the District, and new forms of consumption business such as bonded or duty free store, e-commerce and digital economy are taking shape...Huadu District is celebrating its 20th anniversary this year, as well as its remarkable achievements in economic development, urban construction and social undertakings.

　　Standing at the new starting point, the leadership of Huadu is making grand blueprint for the "14thFive-Year Plan" and even for the next 20 years with broader vision and longer-term perspective.

　　“The important speeches and instructions given by General Secretary Xi Jinping during his attendance in the 40thanniversary celebration of the establishment of the Shenzhen Special Economic Zone and his inspect tour of Guangdong, and the spirit of the Fifth Plenary Session of the 19thCPC Central Committee are a powerful source of thought and action to promote reform and opening up from a higher starting point and to win the comprehensive construction of a modern socialist country. They are the direction pointer and fundamental guideline for the reform and development of Huadu District." In an interview with the media, Mr. Huang Weilin, Secretary of the CPC Huadu District Committee said that Huadu District would closely follow the new development concept to promote high-quality development, and build a new development pattern, would act closely in line with the national strategy and the arrangements of the province and the city, scientifically prepare the Fourteenth Five-Year Plan, seize the major opportunities coming with the "dual district” drive and "dual-city" interaction, promote as a whole such key tasks as air-rail combined transport, industrial upgrading, and urban renewal, strive to enhance the economic and population capacity of the District, release transportation advantages, and eventually realize the grand transformation of Huadu from "air-rail hub" to "economic hub".

　　New pattern: Improve the "international air-rail hub" to vigorously develop hub economy

　　As home to the only large-scale air-rail hub in the Guangdong-Hong Kong-Macao Greater Bay Area, Huadu is an important pillar in Guangzhou's plan to construct an international comprehensive transportation hub. By seizing such major opportunities as the finalization of Baiyun International Airport plan, the launch of the third-phase expansion project of the airport, and the accelerated advancement of air-rail combined transport, Huadu will pursue in-depth implementation of the "Aviation Hub +" strategy, and vigorously develop hub economy to provide strong support to the integration into the new development pattern and to strengthening the core engine functions of Guangzhou's "one core, one belt, and one zone” .

　　Huadu will spare no effort to in the requisition, demolition and resettlement work for the third phase expansion project of the airport, and ensure delivery of the 857 hectares land for the fourth and fifth runways and the end-around taxiway in the northern flight area by the end of June 2021 as required by the city.

　　The District will accelerate the construction of the "2+1" multi-mode air-rail combined transport system; push the ongoing projects of the Guangzhou-Dongguan-Shenzhen (Xintang- Baiyu-Guangzhou) intercity rail and the Baiyun Airport-Guangzhou North Railway Station to complete as soon as possible, with the aim to reach the airport in 15 minutes in the near future; promote the construction of the T4 terminal, the dedicated rail transit between the airport and the railway station, and metro lines 18 and 24; accelerate the realization of the “6 minutes direct connection” from the North Station to the T1 and T2 terminals, and the “half-hour commute” between Huadu and Guangzhou downtown; and further expand the District's influence and leading effect on the Pan-Pearl River Delta to build a northern hub of the Bay Area, and strengthen internal and external connectivity.

　　Efforts will be made to build a new image of an international aviation hub; a combination of overall relocation, comprehensive renovation, micro-renovation, and other methods will be applied to renovate 29 villages around the airport and enhance the service level of the aviation hub in five years.

　　New drivers: Improve "high-end intelligent manufacturing base” to develop innovation based new drivers

　　General Secretary Xi Jinping emphasized that we must unswervingly implement the innovation-driven development strategy, cultivate new drivers, and enhance new momentums. In recent years, Huadu has worked hard to make up for shortcomings in innovation, managing to attract a number of high-tech enterprises with leading technology and strong innovation capabilities. During the first 10 months alone, contracts were signed for 73 key projects with a total investment of 71.591 billion yuan, including those of leading companies such as Genimous Technology, a listed company in the business of blockchain + supply chain finance, Oriental Yuhong, a focused player in new building materials, and Guangdong Rising Assets Management, a large multinational company.

　　The next step of Huadu is to continue to set priority to innovation, deeply participate in the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor, accelerate the pooling of resources essential to innovation, such as talents, funds, and institutions, and promote the development of high-end industrial clusters.

　　Create industrial clusters for airport economy and digital economy Relying on leading projects such as ST Aerospace and Jingdong Bay Area E-commerce Operation and Settlement Headquarters, the District will actively develop aviation material production and airborne equipment manufacturing, vigorously introduce supply chain and digital economy projects, and promote the integrated development of modern logistics and new business forms of e-commerce.

　　Create an automobile industry cluster. By giving full play to the leading role of Dongfeng Nissan, Dongfeng Qichen and other flagship enterprises, the District will consolidate and upgrade automobile and parts manufacturing, increase the efforts to construct, strengthen, supplement, and extend the industry chain, with the focus on building a complete ecosystem for smart new energy vehicle industry, so that the District may become a mainstay of Guangzhou's plan to build a billion-dollar automobile industry cluster.

　　Create a smart electronics industry cluster. Working with Apower Electronics, Hongli Zhihui, GCI Science & Technology, Genimous Technology and other flagship enterprises, the District will vigorously introduce third-generation semiconductor projects as well as companies in related sections, such as parts manufacturing, modules, packaging, and product applications, in order to accelerate development in areas of artificial intelligence, IT innovation, and 5G +4K/8K.

　　Create green building industry cluster. Leveraging the advantages of the green finance reform and innovation pilot zone, and relying on Oriental Yuhong, First Construction Co., Ltd of China Fourth Construction Bureau, and other flagship enterprises, the District seeks to build a comprehensive supporting system for green building, a high-quality green building industry system, and a differentiated green building financial service system, and promote the coordinated development of green finance and green buildings.

　　New business forms: Create an important part of an international consumption hub

　　The Fifth Plenary Session of the 19th CPC Central Committee has placed emphasis on consumption promotion, giving more play to the fundamental role of consumption in economic development. Aiming at the huge domestic consumption potential, Huadu will fully utilize its geographic and transport advantages as an air-rail hub to vigorous cultivate new consumption forms and models such as bonded and tax-free store, cross-border e-commerce, and digital economy, and to promote the confluence of people, logistics, capital, and information in Huadu.

　　Great effort will be exerted to create a development environment that serves talents, supports innovation, and stimulates corporate vitality. Centering on the issue of talents, which is also known as the "most fundamental resource”, a whole set of mechanisms will be improved from introduction to incentive and evaluation of talents. On the basis of the platform of "green finance reform and innovation pilot zone”, the District will endeavor to develop science and technology based green financial products and services, explore the feasibility of digital industry development loans, and green development funds for cultural and tourism industry, encourage companies to go public, increase capital scale, and enhance innovation capabilities. The District will establish sincere yet clean government-business relations to stimulate and protect entrepreneurship.

　　Speed up the development of new business forms such as duty-free shopping, online consumption, and cross-border e-commerce. On the one hand, the Guangzhou North Railway Station area will be built into a duty-free shopping center, with a North Station Duty Free Tourism Complex with a total area of 20 acres in its east square, and a 43-acre global food experience trading center in its west square. On the other hand, the integrated development of new business forms such as modern logistics, digital marketing, and cross-border e-commerce will be accelerated. As a result of Huadu’s formulation and implementation of measures to support the development of livestream e-commerce, and a series of consumption promotion activities since the beginning of this year, the District's total retail sales of consumer goods moving against the wind and increased by 23.2%, recording the second fastest growth rate in Guangzhou; in particular online consumer retail sales increased by 5.7 times, JD Fengshang and JD Hongjian registered a sales volume of 14.393 billion yuan. Moving to the next step, Huadu will continue to multiply the policy advantages of "market purchase trade pilot project" and "cross-border e-commerce comprehensive pilot zone”, make full use vehicle inspection yards among others to vigorously develop cross-border e-commerce import and export business.

　　And efforts will be made to promote the high-end development of the modern service industry that integrates culture, business, tourism, and sports, accelerate the construction of the new business forms of Sunac Cultural Tourism City, the "Bay Area· CTS World" project, and the Huadu Digital Cultural Creative Park, and build a "cultural tourism +” industrial system, and promote the integrated development of tourism, night economy, digital technology, ecological health care, and tax-free shopping to create a complete industry chain of "food, lodging, travel, shopping and entertainment".

　　New image: Improve the quality of the "green and livable Huadu” to enhance the people’s sense of fulfillment

　　General Secretary Xi Jinping emphasized that more reform and innovation measures should be taken to solve one by one the problems of employment, education, medical care, social security, housing, elderly care, food safety, ecological environment, and social security.

　　In response to the people’s yearning for a better life, Huadu District has in recent years attracted and started construction of Guangya High School, Renji Hospital of Sun Yat-sen University and other high-end education and medical facilities. Now Guangya School is scheduled to open in September this year. The construction of other public facilities such as youth palaces and libraries is also in accelerated process.

　　In the future Huadu will continue to take it as its goal to satisfy the people’s yearning for a better life; and benchmarking the standards of downtown Guangzhou, the District will keep increasing the supply of high-quality education, medical and other resources to ensure that the second phase of Guangya School is completed and opens for students in September 2021, and the delivery for operation of Renji Hospital of Sun Yat-sen University in June 2022. Taking the opportunity of building the Guangzhou-Qingyuan Junction Area, which is part of a national integrated urban-rural development pilot zone, the District will accelerate to promote the overall revitalization of rural areas, with main focus on improving rural living environment, vigorous development of modern urban agriculture, so as to steadily promote growth of collective economy and farmers’ income. The District is resolute in winning the battles for clear water, blue sky, and pure land, and will vigorously promote the nine key tasks of urban renewal, accelerate urban improvement and greening to raise the level of urban livability.

　　New work style: Strengthen the leadership role of Party building to perpetually maintain the spirit for "breakthrough” and "creation”

　　During the "14thFive-Year Plan" period, Huadu will further implement the general requirements of Party building set for the new era, resolutely implement the twelve systems designed to achieve "two maintenances", continuously uphold and improve the Party's leadership system, and use Party building as the leading force of the overall work and the guiding force to ensure movement in the direction pointed out by General Secretary Xi Jinping.
