Huadu Customs Takes Precise Measures to Facilitate and Promote Foreign Trade Recovery

    Today’s Huadu News: Faced at once with the task of epidemic control at the port, which allows no error, and that of helping local companies resume business, which cannot be taken lightly, Huadu Customs, a local comprehensive customs, decided to “fight battles at two fronts”. They take every necessary measures to control epidemic at their premises, and sent nearly 50 people to urgently support the customs at the airport, while at the same time they go all out to fully implement the "Warm the Enterprise" policy, helping companies in the jurisdiction to resume business, especially the foreign trade.

    On March 27, DFS Industrial Co., Ltd. witnessed a rapid customs clearance; they declared for a batch of auto parts worthy of 430,900 yuan that they imported from India, and 1.5 hours later the goods were released by Huadu Customs. The goods were picked up by the company upon arrival at the port and sent immediately to the production workshop. It was 20 hours ahead of the original plan. Learning that the imported parts were in place in such a short time, their production head was greatly relieved; the company was a step further to ensure capacity recovery. Dongfeng Passenger Vehicle Company is a large car producer that has strict plans for processes from spare parts preparation to production and sales, and the company has been practicing lean production management for many years; as a result their auto parts basically have "zero inventory". But recently the impact of epidemic has caused frequent delay of the shipping schedule; so on-time delivery of imported auto parts has become the key factor of determining whether the company can restore its production capacity as soon as possible after resumption of work.

    During a survey by Huadu Customs in February on business resumption of auto parts companies in its jurisdiction, many companies, including DFS Industrial, expressed similar concerns. Knowing the difficulties of the enterprises, Huadu Customs promised immediately that “the customs’s green channel will be open around the clock for clearance of production materials and anti-epidemic materials required by the enterprises to resume production”; and it encouraged the enterprises to adopt new customs clearance modes such as “two-step declaration”, "advance declaration” and “clearance under guarantee" , which not only makes customs clearance easier for  enterprises, but also greatly improve the speed of the process. For example, 92% of DFS Industrial’s declaration in March was made using the "advance declaration”, and the average customs clearance time was about 1.9 hours.

    Statistics show that since the Spring Festival, Huadu Customs has inspected and released for auto parts enterprises in its jurisdiction 138,000 tons of production equipment and raw materials, with a value of 3.97 billion yuan, ad about 409,000 masks for epidemic prevention and control.

    The sudden epidemic hit hard on processing trade enterprises that depend on foreign trade orders. To help enterprises survive the difficulties, Huadu Customs wasted no time to set up a special working group to collect information about the impact on the processing trade enterprises and their difficulties in resumption of business by means of phone, WeChat, and questionnaire among others. Targeting issues raised by the enterprises, such as difficulty in on-time completion of the Processing Trade Handbook, difficulty in fund turnover, and changes of foreign orders, The Customs quickly formulated solutions, informed the enterprises about relevant customs policies, including "exemption of processing trade manual establishment guarantee" , and  "extending  time limits for processing trade-related businesses" , and set up a hotline to guide companies to online services that can solve their problems “without contact”.

    On March 20th, Huadu Customs successfully handled an online case of processing trade cross-region record filing without guarantee for Hunan Huaguang Supply Chain Co., Ltd, in which the company was exempted of a guarantee of about 8.45 million yuan. The head of the company exclaimed: “Our resumption of business has been delayed, and we could not find local companies to process our orders, which forced us to seek the help of companies in other regions. However, the current financial standing of the company will not allow us money to pay the risk guarantee. The customs’s measures during the epidemic are so helpful, and they give us much needed support to secure our orders and overcome the difficulties! "Some other companies, such as Guangzhou Sankyo Plastics Co., Ltd., Guangzhou Midori Anyi Apparel Co., Ltd., and Guangzhou Meikuang Chemical Co., Ltd., are also faced with order-related “troubles”, but theirs are so called “sweet troubles”. With the epidemic spreading around the world, some foreign companies find out that their previously stable channels of production and processing cooperation are affected, and naturally they would prefer producers with good reputation to divert their orders. However, the uncertainty in capacity restoration, logistic conditions during the epidemic, the changing or foreign orders at any time, and other factors make producers hesitate in taking new orders. When Huadu Customs knew about this, they promptly guided producers to file record online for new Handbook, with the promise that “urgent and special issues will be handled as such”. And 24/7 services are provided to producers that have to apply for term extension or changes to their Handbooks, so that they can secure orders without “troubles".

    Since February, Huadu Customs has handled a total of 127 Handbook-related filings, changes, and extensions for enterprises in its jurisdiction, and has exempted processing trade for enterprises from 10.65 million yuan guarantee.

    In response to the impact of the epidemic, the customs system has successively rolled out supporting measures, including extension of tax payment deadlines, exemption of late payment fees, and reduction and exemption of fees for delayed declaration. In order to ensure that these policy dividends reach enterprises in a timely manner, Huadu Customs has established a comprehensive taxation service task force to intensify the publicity of such policies by using " Internet + ", “Single Window" and WeChat group of relevant companies; to tailor instructions to companies in light of their actual conditions, so that they may choose the most suitable way of tax guarantee from “clearance under guarantee”, and “customhouse bonds insurance” among others;  and to speed up tax rebates for companies whose goods are on the tariff exemption lists. By literally giving the enterprises "real money", these measures make business resumption easy for foreign trade companies.

    Since February, Huadu Customs has processed tax guarantee cases for enterprises through online audits, involving about 194 million yuan in taxes. Statistics show that Huadu District recorded a total of 16.99 billion yuan imports and exports in the first quarter, up by 10.2% over the same period of last year, including 10.01 billion yuan in exports, up by21.4%.
