　　  Today’s Huadu News:, “The customs supportive measures to enterprises in the epidemic come right in time!”A customs broker of Guangzhou Hongda Plastics Co., Ltd. exclaimed when received a notice from the customs allowing companies to carry out processing trade without guaranteeon Feb. 20. The company's operation was greatly affected by the epidemic; production stopped, order delivery was delayed. Moreover, the plan to expand in the foreign market through processing trade after the Spring Festival was thwarted by difficulty in capital turnover. With the timely release of the supportive measure of the customs, the problem is solved.

　　  it has been learned that in order to help enterprises cope with operational difficulties caused by the epidemic, the customs has rolled out a special set of “10+30”measures, which are meant to assist enterprises in smooth resumption of work and to promote foreign trade growth. Statistical data show after the Spring Festival 244 companies have resume their import and export operations at Huadu customs, with a total of 1.64 billion yuan declared value for customs.

　　  In addition to on-site service windows, the customs expand the scope of online services; customs declaration, setting or processing trade handbook, company registration and records, application for duty reduction and exemption, administrative examination and approval, and other major customs services are now available on the platform of “Internet Plus Customs”. To reduce the risks of person-to-person contacts during epidemic control period, the customs also employ special field inspection methods, such as “goods inspection without the presence of the consignor or consignee”, and “Internet Plus Inspection”, offering the most convenient and trouble free services possible to enterprises. About 40 enterprises in Huadu District have completed enterprise record filing and other operations using the online platform in recent days. Huadu customs set up special windows for epidemic fighting materials and service hotline for 24-hour customs clearance reservation, intending to ensure fast clearance of consumer products bought overseas by individual consumers and raw materials and equipment imported by enterprise for resumption of work. Statistical data show that from Jan. 24 to Feb. 22 Huadu customs has helped civil affairs departments and enterprises imported through Huadu port, Baiyun Airport, and other channels 506,000 face masks and 17,000 pairs of rubber gloves; 53,000tons of equipment needed by enterprises for resumption of work, with a total value of 0.63 billion yuan, have been released, and 29,000 shipments of cross-border e-commerce to individuals have been cleared.

　　  The sudden arrival of the epidemic hit hard on processing trade companies that are mainly dependent on foreign orders. In order to help them through, Huadu customs announced a number of policies, including not requiring guarantee for processing trade handbook, and extending the time limits related to processing trade, which have effectively relieved the pressure of capital turnover, and helped enterprises to resume work and operation in an orderly way. Guangzhou Midori Anyi Apparel Co., Ltd., and Yuexiang Electronics Technology Co., Ltd. among others have already applied for and completed extension of processing trade handbook writing-off deadline and exemption of guarantee, and are ready for full scale resumption of work in March.

　　  At the same time, Huadu customs worked with local commerce departments to have a comprehensive screening of nearly 4,000 enterprises that filed records for import and export business to check their progress in resumption of work; and increased the publicity of integrated clearance, two-step declaration, advance declaration and other modes for more convenient customs clearance. Responding to appeals of enterprises and actual circumstances, the customs provided a range of diversified services to the enterprises, including duty and fee deduction or exemption, quick quarantine inspection, and optimized approval procedures for pharmaceuticals and other special goods. According to a responsible official of Huadu customs, more effort will be made in the future to optimize customs clearance services, reduce duties and fees to benefit enterprises, promote the implementation of preferential trade arrangements under multilateral trade systems, and fight the epidemic to safeguard production and promote growth of foreign trade.
